According to figures published by Vietnam Electricity (EVN), total electricity production and sales costs in 2025 reached VND 601.6801 trillion, equal to VND 2,092.7 per kWh. The calculation was based on an electricity production and business report audited by Deloitte Vietnam, along with the audited financial statements of EVN and its member companies.

Actual commercial electricity output in 2025 reached 287.51 billion kWh. EVN's total electricity production and sales costs were VND 601.6801 trillion, corresponding to a cost of VND 2,092.7 per kWh.

The average retail electricity price was increased to VND 2,204.0655 per kWh from May 10, 2025, excluding VAT. This was about VND 111.37 per kWh, or 5.3%, higher than EVN's 2025 electricity production and sales cost. However, the stated average retail price applied only from May 10, 2025, while the production and sales cost covers the full year.

Power generation accounted for the largest share of costs. Its total cost was VND 498.3627 trillion, equal to VND 1,733.35 per kWh of commercial electricity.

Power transmission costs reached VND 22.14186 trillion, or VND 77.01 per kWh. Distribution and retail sales accounted for VND 78.99321 trillion, or VND 274.75 per kWh.

Costs for support services and industry management were VND 1.42137 trillion, or VND 4.94 per kWh. The cost of dispatching the power system and operating transactions on the electricity market reached VND 760.95 billion, or VND 2.65 per kWh.

EVN said the total costs had been reduced by income from the liquidation and sale of fixed assets, recovered materials and leasing electricity poles.

For island communes and districts not connected to the national grid, the revenue-cost difference in electricity production and sales caused by prices below cost was negative VND 290.97 billion.

Cumulative electricity production and sales costs not yet included in the cost base reached VND 17.50664 trillion by the end of 2025. This included the remaining exchange-rate difference from 2021 that had not been recorded or paid to power plants, as well as exchange-rate differences from 2022 to 2025.

The publication of electricity production and sales costs follows the 2024 Electricity Law and the government's Decree No. 72/2025/ND-CP on the mechanism and timing for adjusting the average retail electricity price.

Under Decree No. 72/2025/ND-CP, electricity production and sales costs are one of the bases used to calculate and consider adjustments to the average retail electricity price. EVN's publication of its 2025 figures provides information on total costs and the cost structure at different stages of electricity production and sales, including amounts not included in the cost base by the end of the year.
