On October 23, during an official visit to the European Union, To Lam, General Secretary of the Communist Party of Vietnam and President of Vietnam, held talks with European Council President António Costa.

António Costa said Vietnam is an important EU partner in the Indo-Pacific. He expressed confidence that the two sides would deepen their comprehensive strategic partnership and bring practical benefits to both sides.

To Lam said Vietnam considers the EU a priority partner with long-term cooperation potential. He called for turning commitments into concrete results and practical joint projects that support development and improve people's lives.

The two leaders welcomed the positive development of Vietnam-EU relations after more than 36 years of diplomatic ties, particularly since the relationship was upgraded to a comprehensive strategic partnership in January 2026.

The two sides agreed to strengthen dialogue and exchanges at all levels, especially the senior level, and expand cooperation in the green transition, innovation, strategic infrastructure and the circular economy. They also agreed to promote marine economic cooperation as the next pillar of their relationship.

To Lam proposed closer economic, trade and investment ties and better use of the EVFTA. He thanked the EU for recognizing Vietnam's efforts and removing the country from Annex I of the list of non-cooperative tax jurisdictions. He also proposed resolving long-standing issues, including the IUU yellow card for Vietnamese seafood and approval of the EVIPA.

António Costa said he wanted to deepen practical cooperation through EU initiatives such as Global Gateway, supporting investment, sustainable infrastructure and the energy transition. The EU will also continue cooperation in maritime security, cybersecurity and crisis management, and coordinate responses to climate change and new technology challenges, including artificial intelligence.

The leaders exchanged views on regional and international issues. They agreed to strengthen coordination in multilateral forums, support the UN Charter and international law, and develop ASEAN-EU relations to contribute to peace, stability, cooperation and development in the Indo-Pacific.

The President of the European Council said the EU values its relationship with ASEAN, with Vietnam as a leading partner. The EU and ASEAN are working towards a comprehensive strategic partnership in 2027, their 50th year of relations. He reaffirmed support for ASEAN's central role and peaceful dispute settlement under international law, especially the 1982 UNCLOS, as well as peace, stability, security and freedom of navigation and overflight.
