Ho Chi Minh City's Tax Sub-Department 13 published a list of 1,948 people who had unpaid tax obligations totaling more than VND 205 billion. The list was compiled from the August closing period through September 14. Ly Khuong topped it with a tax debt of VND 46.6 billion.

The Ho Chi Minh City People's Committee recently fined the company VND 900 million for violating regulations in the real estate business.

Ly Khuong put housing under construction on the market before meeting the required conditions. The company signed sale contracts for 682 apartments in blocks D3 and D4 of the Dream Home Riverside high-rise residential and commercial project in Binh Dong Ward, Ho Chi Minh City.

Of these, 367 apartments in block D3 and 315 in block D4 were outside the list of homes under construction that the Ho Chi Minh City Department of Construction had confirmed as eligible for sale. In addition to the fine, the company was ordered to return all unlawfully collected proceeds, including interest generated from the improperly collected amounts.

Dream Home Riverside received its construction permit in 2020. The developer collected 70% to 95% of the contract value from buyers. It had promised to hand over apartments in August 2024 to customers who signed sale contracts from October 2021, but construction has been halted since around 2023.

Several other real estate companies at Tax Sub-Department 13 in Ho Chi Minh City also owed tens of billions of dong. Vo Dinh Construction Co., Ltd. owed VND 33.2 billion, while Nova Evergreen JSC owed VND 14.8 billion.

Large tax debts were also recorded at other tax offices in Ho Chi Minh City.

At Tax Sub-Department 2, The Minh Construction and Electrical Installation Co., Ltd. owed more than VND 329 billion, while Dong Tay Land JSC owed more than VND 29 billion.
