On October 20, Dong Nai city police announced the break-up of a network that organized the illegal entry and stay of foreigners in Vietnam and said they were clarifying other violations.

In the early hours of June 24, the immigration management division of Dong Nai city police, working with other units, conducted administrative inspections at 12 accommodation sites in Tran Bien and Tam Hiep wards. At several rented houses, officers found 41 foreigners without documents proving legal entry.

As the investigation expanded, the security investigation agency determined that Nguyen Thi Thuy Linh, born in 1996 and residing in Tran Bien ward, played an important role in arranging accommodation for foreigners.

According to the investigation, Linh had lived as a wife with Li Kun, a Chinese national, since 2017, and they have a child together. In early May, Li Kun used a WhatsApp account named “Co Co” to hire someone to find accommodation for about 30 foreigners who came to Vietnam to sell goods online.

After reaching an agreement, Li Kun and Linh rented several houses to accommodate the group. Investigators determined that Linh personally signed the rental contracts and received rent transferred by Li Kun and the other foreigners. She also hired workers to make repairs, install cameras, and buy beds, mattresses and household items for the accommodation.

Investigators also determined that Linh helped Chinese national Go Qing rent houses to accommodate several foreigners. When questioned by investigators, Go Qing could not produce legal documents for these people.

Linh also rented another apartment for Chinese national Zhao Hong, who placed three foreigners there. Two had entered Vietnam legally but had not declared their temporary residence, while one had no documents proving legal entry. Zhao Hong left Vietnam on June 23, while the others continued to stay in the country illegally.

In addition, the Dong Nai city police investigation agency charged Linh and imposed a residence restriction in a case involving the unlawful use of computer networks, telecommunications networks and electronic devices to appropriate property.

During the investigation, police determined that Linh recruited Lang Hoai Lam, 27, from Lang Son province; Tran Van Dung, 32, from Ha Tinh province; and Chinese national Li Yan, 39, Li Kun’s older brother, to use computer networks, telecommunications networks and electronic devices to appropriate property.

The group appropriated 1,090.21 USDT, equivalent to VND 28.3 million, by luring Americans to invest in a fake charging station. Authorities seized five computers, 11 mobile phones and one tablet.
