The consortium has submitted a proposal to the Ministry of Construction seeking approval to adjust the public-private partnership project.

The proposed cost would rise from VND8.3656 trillion to VND10.7732 trillion. The consortium and project company would arrange about VND9.343 trillion, while the proposed state contribution would increase from VND1.3 trillion to VND1.43 trillion.

The investors said the increase reflects a proposal to build the project to its full design scale instead of using a phased investment plan. They also proposed changes at several intersections and at the Tan Phu interchange at Km57+700.

The proposed route length would increase from 60.1 km to 60.24 km. It would begin at an intersection with National Highway 1 and end at Km60+243, where it would connect with National Highway 20 and the Tan Phu–Bao Loc expressway.

The consortium proposed completing the main works in the second quarter of 2028 and starting operations in the third quarter of that year. The project has already started construction.

The Vietnam Road Administration said in early September that work was behind schedule. Although 91% of the site had been handed over, reported output stood at about VND202 billion out of VND6.259 trillion, or 3.2% of the contract value.

The Dau Giay–Tan Phu expressway is part of the route linking Ho Chi Minh City with Da Lat. The next sections are Tan Phu–Bao Loc, Bao Loc–Lien Khuong and Lien Khuong–Prenn.
