The director of Thiên Lập Nhân language center in Da Nang was detained after organizing unauthorized general education classes and using false information to gain parents’ trust.
On October 29, the Security Investigation Agency of the Da Nang Police Department said it had opened a case and detained 56-year-old Truong Van Thien Tu, director of Thiên Lập Nhân language center, for investigation of alleged fraud to appropriate property under Article 174 of the Criminal Code. He lives on Hai Phong Street in Thanh Khe District, Da Nang.
According to investigators, Tu founded Thiên Lập Nhân. The Da Nang Department of Education and Training licensed the center to teach and provide supplementary training in English programs for children. The center was not licensed to teach the general education curriculum or to conduct education and training partnerships with foreign organizations.
Despite this, Tu organized full-time primary-school general education classes under the name Prinberk Academy for students aged 5 to 16. Students attended five days a week, from Monday to Friday, in two sessions each day, morning and afternoon. Tuition was 7–8 million VND per month.
Investigators determined that Tu used various deceptive methods to conceal Thiên Lập Nhân’s legal status and presented false and exaggerated information about the Prinberk Academy program to gain parents’ trust. As a result, many parents withdrew their children from schools following the general education curriculum and transferred them to Prinberk Academy at the center. Investigators said this violated Vietnam’s 2019 Education Law.
Based on the investigation, the Security Investigation Agency of the Da Nang Police Department opened a criminal case, charged Tu and issued an order for his temporary detention over the alleged fraud. The procedural decisions were approved by the Da Nang People’s Procuracy.
The Security Investigation Agency asked parents whose children attended Thiên Lập Nhân language center and Bao An Nhien Services Co., Ltd. to contact investigators at 16 Phan Dinh Phung Street, Hai Chau District, Da Nang, or investigator Le Kim Thanh Cong at 0938.327.594 to provide information for the investigation.
If no one comes forward during the investigation, the agency will handle the case in accordance with the law.
