The Can Tho Department of Finance reported the measures at a third-quarter press briefing on October 8, as the city implements a two-tier local-government model alongside administrative reform and digital transformation.

As of September 11, the city had appraised and submitted staff reduction plans for 3,001 cases. They included 322 early retirements, 46 resignations and 2,633 non-specialist commune-level workers.
The city said related salary, retirement and civil-servant transfer arrangements were handled under the regulations.
All 672 surplus land and property sites had been reviewed, classified and assigned a management or disposal plan. Of these, 381 sites were assigned a use plan intended to generate resources for the city: 231 were allocated for land use or lease, while 150 were to be used under Decree No. 108/2024/ND-CP.
After the government issued Resolution No. 31/2026/NQ-CP, agencies posted lease notices for 35 sites. Notices for 23 sites had to be posted for a second time.
The Can Tho People's Committee ordered agencies to speed up auctions, short-term leases and housing leases for eligible sites, and not leave public assets vacant, degraded, encroached upon or unused.
