The chair of the Can Tho People's Committee has ordered agencies and units to urgently review and complete their positions, identify staffing needs and prepare a workforce plan for the city government system.

Heads of agencies and units, along with the chairs of commune and ward People's Committees, will direct the work themselves. They are responsible for the completeness, accuracy and verifiability of the data and review results within their areas of management.

The review will cover the city, communes, wards and public service organisations. Units that have recently been reorganised or merged must compare data from before and after the changes to avoid counting staff or tasks twice.

Agencies must review current documents on functions, duties, organisational structures and positions. They must compare each task with its legal basis, actual work and output. They must also clarify which duties have been transferred, which overlap and which have been missed.

For staffing, units must compare their current headcount, structure and skills with their duties and approved staffing levels. They must identify shortages of people or skills, as well as cases where staff have been assigned inefficiently.

Before proposing staffing levels, agencies must consider measures such as reassignment, transfers, training, combining duties, sharing staff, improving procedures and using technology.

The workforce plan must be prepared for each year from 2027 to 2031. It must state the basis for the proposal, the size of any gap, the structure of civil servant grades, professional titles for public employees and the implementation schedule.

The city stressed that agencies must not apply staffing increase or reduction percentages mechanically, automatically turn staffing needs into approved staffing levels or determine cuts solely from digitalisation rates.

The Department of Home Affairs was assigned to provide guidance, monitor and expedite the work, and compile difficulties and problems for a report to the competent authorities.

“The chairs of commune and ward People's Committees must personally direct the review and tallying of staff, comparing population, area, local characteristics, delegated duties and the workload at public administrative service centres. The head of each unit is responsible for the quality and processing time of documents within their management area,” the chair of the Can Tho People's Committee said.
