On October 11, Ca Mau police said Colonel Chau Quoc Huy, deputy director of the provincial police, had signed a warning about criminal schemes involving the sale of «rights formed in the future» to take people's property.

According to Ca Mau police, authorities across the country have detected and handled many cases in which criminals used multi-level business schemes. Earlier participants were asked to recruit new people in return for a «commission.»

These schemes target people who want to invest spare money. They promise quick profits and high interest, then may involve fraud, deception of customers, tax evasion, illegal capital raising, money laundering or the illegal purchase of personal data.

After collecting enough money, the organizers quickly disappear. Participants are left to negotiate with «helpers» or small branches. This causes confusion and anger and disrupts public order.

The main targets are teenagers and young people, school and university students, working-age people, homemakers, older people and rural residents with limited experience and legal knowledge.

Ca Mau police listed the forms used to solicit participation. They include selling or registering «priority rights» or «membership rights» under vacation-ownership contracts, as well as vouchers and rights for promotions, loyalty points, membership cards, medical cards, resort cards and discount codes.

The organizers also offer «rights to exploit and lease assets and resort real estate.» These may involve fractional ownership, rights to lease serviced office apartments, hotel apartments, resort villas and homes combined with hotels.

The offers are linked to tourist areas or projects promoted as profitable investments. The warning said some projects may not exist and may be created by the organizers to raise capital illegally.

The warning also covered calls for capital to invest in life-insurance and tourism service projects that the organizers had registered or planned to register.

Police also mentioned calls for money to buy shares in unlisted companies, mainly newly established businesses. Organizers may then use sham investment-cooperation contracts to build up the names and brands and create artificial value for the shares. The warning also mentions binary options and cryptocurrency derivatives.
