The Bắc Ninh City People's Council has approved a project to upgrade and expand a section of Provincial Road 398 from Xuân Cẩm Bridge to the Hà Nội-Bắc Giang Expressway.
The project has an estimated investment of more than VNĐ5.5 trillion (US$212.5 million). It aims to improve transport infrastructure, strengthen inter-regional connectivity and support the city's socio-economic development.
The project will help implement approved development plans for Bắc Ninh City and the Hiệp Hòa and Việt Yên urban areas. It will also help complete the transport network by turning the road into a major urban thoroughfare linking different parts of the region.
The upgraded road will improve connections between urban areas and industrial zones in Xuân Cẩm and Hiệp Hòa communes and Nếnh Ward.

Upgrading Provincial Road 398 will help accommodate rising traffic volumes and connect Bắc Ninh City's development areas with the North-South economic corridor, in line with the Red River Delta Regional Plan.
The project is expected to support Bắc Ninh's ambition to become a major regional hub for high-tech and supporting industries and strengthen its strategic role in the North-South development corridor.
The project covers approximately 19.9km, starting at Xuân Cẩm Bridge and ending at the N141 intersection in Nếnh Ward.
It will require approximately 66.97 hectares of land.
The roadbed will be 60m wide. It will include a 22.5m-wide main carriageway, service roads on both sides with a combined width of 21m, a 2m-wide central median, side medians with a combined width of 2m and pavements on both sides with a combined width of 12.5m.
Construction will include roadbeds, road surfaces, bridges, drainage systems, lighting, traffic safety facilities, utility tunnels and other technical infrastructure in line with approved urban plans.

Preparatory work will be carried out this year. Construction is scheduled to begin in 2027 and continue through 2031.
Once completed, the road is expected to help Bắc Ninh use its development potential, attract investment, support industrial production and urban economic growth, and improve local living standards.
The project will also improve climate change resilience while supporting economic development, security, safety and social order in the area.
