The northern province of Bac Ninh is accelerating the development of a national land database. Phí Thanh Bình, deputy director of the provincial Department of Agriculture and Environment, said authorities would focus resources on cadastral surveying and mapping, land registration, cadastral records and database development.

Local authorities will finish work in areas that have not met their targets. Cases that cannot be completed in 2026 because of incomplete legal documents, land disputes, unfinished land-use-right certificates or complex changes will continue in 2027 under the Government's roadmap.

The province will standardise information on land users, cadastral records, certificates, legal documents and missing fields. It will digitise cadastral records, add scanned files, update data and strengthen quality checks before synchronisation with the national database.

After communes and wards hand over data, the province plans to shorten processing times so information is updated promptly and accurately. Progress will be monitored through the Ministry of Agriculture and Environment's system, with technical errors corrected. Bac Ninh will also strengthen links with the national population database and other specialised databases.

In the final months of 2026, Bac Ninh will focus on cadastral surveying, map revision, land declaration and registration, and database development in areas where no database exists. It will speed up contracts with software providers, verify land-user information and revise methods for collecting information from residents. Administrative procedures are also to be simplified.

A system-wide effort

Bac Ninh is mobilising its administrative system and resources for cadastral surveying and mapping, data standardisation and development of the national database. The province has formed a steering committee and support team and assigned responsibilities to their members.

The city's land-registration office has created six teams and assigned 99 officials to all communes and wards. By July 2026, data on 478,204 land parcels had been collected and handed over, representing 86.7 per cent of the current phase target and 40 per cent of the overall assignment. In 42 communes and wards without a database, contractors had been selected. Initial surveys covered 21,530 of 129,636 residential land parcels, or 16.6 per cent.

Cleaning the database has reduced reliance on paper records and accelerated land-registration applications, certificate issuance and registration of changes. Digitised records reduce the need to resubmit documents already held in the system. The standardised database is ready to connect with the national population database and support tax administration, planning and the real-estate market.

Authorities cite Cảnh Thụy Ward as one locality with notable results. Vice chairman Nguyễn Mạnh Cường said the locality had set targets for working groups and residential areas and mobilised local forces to check and collect information. Data was handed over in batches so the registration agency could update it continuously. Financial delays and changes to data-handover forms remain difficulties.

In Nam Son Ward, officials are collecting documents, conducting surveys, preparing cadastral records and developing the database at the same time. The ward is carrying out a 180-day project from July 3 to December 31, 2026. Organising the work by residential group helps officials monitor progress and address problems quickly.

Phạm Hoàng Sơn, chairman of the Bac Ninh City People's Committee, called the creation of a correct, complete, clean, up-to-date and shared database an important task for socio-economic development. The data will be updated regularly after completion. Bac Ninh aims to largely complete its land database by October 2026.
