Bac Ninh will focus on attracting investment and expanding its industrial space, according to Mai Son, vice chairman of the city’s People’s Committee.

By 2030, the city aims to become a national and regional electronics hub focused on semiconductors, microchip manufacturing and artificial intelligence. By 2040, it plans a balanced economy with high-tech industries, logistics and services. By 2050, it aims to become a liveable city with a digital, green and circular economy.

The master plan through 2050 sets out three development zones, four corridors along strategic transport routes and ring roads, and six central clusters.

Industrial zones are planned to cover about 25,000 hectares. Priorities will shift from processing and assembly towards semiconductors, microchips, AI, drones, aviation and research and development. Existing zones will become eco-industrial parks and integrated industrial, urban and service complexes.

Industrial clusters will cover 6,000–6,500 hectares and move towards a green model with centralised wastewater treatment and automated monitoring. Supporting industries, precision engineering and deep processing of agricultural products will receive priority.

Yen Phong, Que Vo and Viet Yen will focus on electronics, high-tech industries and industrial logistics. Gia Thuan will develop high-tech industries, aviation logistics and services. Lang Giang–Luc Nam will focus on green and supporting industries, while Hiep Hoa and Tan Yen–Yen The will develop clean and supporting industries.

In the first nine months, the city changed its spatial planning, expanded its administrative boundaries and completed preparations to operate as a centrally governed city. It has planned 72 industrial zones covering 21,519 hectares. Thirty-nine have received in-principle approval or been officially established, covering 11,903 hectares with an occupancy rate of about 52 per cent.

Bac Ninh attracted more than US$18 billion in investment in the first nine months, including 419 newly licensed projects and 308 projects with adjusted capital. Industrial production was estimated at VND2.55 quadrillion, or about US$100 billion, up 20.81 per cent year on year. Electronics, component manufacturing, high-tech industries and supporting industries were the main growth drivers.

Kim Sung Hun, general director of Amkor Technology Vietnam, said the company chose Bac Ninh because of its electronics ecosystem, industrial park infrastructure, workforce and connections to global supply chains. These conditions support semiconductor packaging and testing and cooperation with local companies and suppliers, he said.

Na Ki Hong, general director of Samsung Vietnam, said Bac Ninh’s move to become a centrally governed city created a new phase for the business community. He expected faster investment in transport, logistics, digital infrastructure, high-tech ecosystems and innovation hubs, as well as more research and development. Samsung also expects to attract more skilled workers and strengthen ties with universities, research institutes and local suppliers.

Hoang Anh Tuan, deputy director of the Bac Ninh Department of Industry and Trade, said the department would continue working with Samsung to expand its smart-factory improvement model. Once products meet updated criteria and standards, they can enter global markets and local companies can become Tier 1 suppliers to foreign corporations.
