On the evening of October 14, Ho Chi Minh City police and relevant units examined the scene and investigated the boy's death on a flooded section of an alley.

According to initial information, late in the afternoon residents saw H.H.P., a 12-year-old boy from An Giang Province, lying in a puddle in an alley on Thuan Giao 07 Street in Thuan Giao.

When residents came to check, they noticed possible signs of electric shock, stopped and reported the incident to the authorities.

Police and power company workers arrived, cut off the electricity and inspected the area, but the boy had already died.

The alley had an unpaved surface, and about 30 meters of it was covered by 5–10 cm of water. Residents used the alley as a shortcut to another road.

Residents said the boy lived in a rented room with his grandparents and mother. He sold lottery tickets with his grandfather every day. After selling tickets that afternoon, he was returning to the rented room when the incident happened.
