VNeID in Vietnam: What It Is and How Foreigners Can Apply

VNeID is Vietnam’s electronic identification system and app. Since 28 September 2026, a foreign national who entered Vietnam lawfully or is legally residing there may apply for an electronic identity account. The new decree does not make a temporary or permanent residence card a general prerequisite. Applications are handled in person by the competent local office, so confirm the address and procedure in your province.

What is VNeID

VNeID is Vietnam’s government electronic identification and authentication system. The app lets users manage identity data and access public services that support the system. An account does not issue a visa or residence permit and does not replace a foreign national’s passport.

Can a foreigner get VNeID

Yes. Government Decree 320/2026/NĐ-CP, effective 28 September 2026, allows foreign nationals who entered Vietnam lawfully or legally reside in the country to request an electronic identity account. Khánh Hòa police have clarified that a temporary or permanent residence card is no longer a general prerequisite under the new rule.

How to apply

  1. Ask the local immigration or police office which unit accepts applications from foreign nationals and when it is open.
  2. Prepare a valid passport or another international travel document, plus any information requested by that office.
  3. Visit in person and complete the application using the form or process provided locally.
  4. Complete the identity check. Staff will explain how to activate the account in the VNeID app.
  5. Check that the details in the app match your travel document and keep access to the phone number used for registration.

Khánh Hòa provincial police give a local example: foreign applicants may visit the provincial police immigration department at 47 Lý Tự Trọng, phường Nha Trang. This address is for Khánh Hòa, not for all of Vietnam. In another province, confirm the office and its current hours before travelling.

What should I bring

  • A passport or international travel document.
  • Information about your lawful entry or residence, if requested by the local office.
  • A phone that can install VNeID and receive messages.
  • Any additional documents on the local checklist. Ask the receiving office before your visit.

Do not rely on older claims about a mandatory TRC, biometrics or one nationwide application address. The decree establishes the general eligibility rule; local authorities publish practical instructions for their province.

What an account does not do

Available functions depend on the account and services connected by public agencies. Check the terms for a particular service in the app or with the relevant authority. VNeID does not extend a visa, authorize employment or extend the permitted stay in Vietnam.

Questions and answers

Do foreigners need a TRC for VNeID?

A TRC or PRC is not a general prerequisite under the rule effective 28 September 2026. The foreign national must have entered Vietnam lawfully or legally reside there; check the local office’s instructions.

No. It is an electronic identity account, not a passport, visa or residence permit.

Where do I apply in Nha Trang?

Khánh Hòa police list the immigration department at 47 Lý Tự Trọng, phường Nha Trang. Confirm opening hours and foreign-applicant service before going.

Is there a fee?
